FA:SCM:MFG: Organization Not Visible to Define Resources in Spite of Required Roles and Access (Doc ID 2553944.1)

ACTUAL BEHAVIOR

User is provisioned with Manufacturing Engineer role and had given access to 3 MFG organizations using Manage Data Access for Users task.
But when the user navigates to Manage Plant Parameters task and clicks on Organization LOV to choose the Organization, only 2 Organizations are visible. One Organization seems to be missing.

EXPECTED BEHAVIOR

User should see all the Organizations for which access has been granted.

STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:
1. Create 3 Manufacturing Organizations.
2.) User is provisioned with Manufacturing Engineer job role and data access is set to 3 orgs.
3.) Navigate to Manage Plant Parameters setup task. Click on the Organization LOV.
4.) Only 2 organizations are seen in the LOV; third Org is missing.
