ACTUAL BEHAVIOR
---------------
When we create this future dated record Progression Grade Ladder, the "Grade Ladder Group" field LOV is blank.

EXPECTED BEHAVIOR
-----------------------
Grade Ladder Group field should populate for future dated Progression Grade ladder.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Grade Progression ladder.
2. Enter in future date
2. Lookup values do not appear
