Changes Are Not Kept When Adding Users in the Cloud Admin Tool

Information in this document applies to any platform.
When attempting to add a new user to P6 EPPM in the Cloud Administration Tool, the user appears and is saved; but when attempting to provide EPS rights to the user, the new user does not appear in the application. The new user is also not listed in the Cloud Admin Tool when checked later.
When adding new users, the changes should take affect immediately and be permanent.
The issue can be reproduced at will with the following steps:
- Add new user in the Cloud Admin Tool.
- Go to the P6 application and attempt to add permissions and rights to the new user.
- Observe the reported issue.
