Unable To Delete Journal Import Data against Custom Source As No Values Are Shown In Parameters LOVs (Doc ID 2554668.1)

Symptoms

On :  11.13.19.01.0 version, Create and Manage Journals

ACTUAL BEHAVIOR  
---------------
When trying to delete the journal import data, the Process IDs , Ledger and Groups ID are empty.

EXPECTED BEHAVIOR
-----------------------
If the interface table has records for the ledger and source, the Process ID and  Group ID LOV should  shown the values that the interface table has

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have errors in the interface table for Journal import
2. Go to Journals > Delete Import Data or Scheduled processes > Search for Delete Import Data
3. Enter DAS and source
4. The process is and group ID LOVs do not show any values and they should

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot execute the Delete Import Data for a specific process or group id
