Symptoms

ACTUAL BEHAVIOR
---------------
Tax is calculating for Receivables Debit Memo and Credit Memo while configuration owner is created only for Invoices
 

EXPECTED BEHAVIOR
-----------------------
Tax should be calculated only for AR invoices.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Receivables >> Billing
2. Create Transactions
3. Create Credit Memo

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
1. Tax is calculated where it is not needed
