On : 11.13.19.01.0 version, Receipt Accounting

ACTUAL BEHAVIOR
---------------
Created new account rule for Segment of Account, when trying to attach such rule in Account rule not showing in the list of values

EXPECTED BEHAVIOR
-----------------------
to have appeared in LOV of Account segment

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new Account rule for the segment of Account
2. Try to assign the rule to the concerned segment
3. see that it is now showing up in LOV

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot assign the new rule to the respective segment(Account).
