Symptoms

On :  11.13.19.01.0 version, 1099

ACTUAL BEHAVIOR  
---------------
The output of the standard US 1099 Forms Report (Comma Delimited Format) is different in different formats like, pdf, excel and CSV.
The PDF and HTML output is showing similar whereas CSV out is showing many rows and unable to open the file.
Output contains 800K + rows generated.

EXPECTED BEHAVIOR
-----------------------
The output of the standard US 1099 Forms Report should contain the same data in all formats

The issue can be reproduced at will with the following steps:
1. Run "US1099 Forms Report (Comma Delimited Format)" process
