No Notification Triggered For Project Issues

Symptoms
Project manager creates an Issue (Projects -> My Work -> Manage Issues) and assigned to first owner who is responsible to work. This Owner receives For Your Information - 'FYI' notification on the Bell Icon. First owner now take an action and put some description about the action taken and then assign the same issue/action to another owner. Second owner now put the some comments on the description and mark it as finished by assigning back to project manager.
Problem is that second owner and project manager do not receive any FYI notification in the second and third assignment.
