Missing Associates in Employee Active Payroll Balance report for the US YTD Report

The Employee Active Payroll Balance report that ran on 05-20-19 we have noticed that there is a huge difference in the taxable wages and withholding. After further research we found that there were several associates missing from the report.

These associates were not missing from the report that ran on 05-13-19. We did a comparison of the Employee Active Payroll Balance Report  run on the 13th to the one run on the 20th and there are almost 1300 associates not showing up in the Employee Active Payroll Balance Report at this time.

The path is Navigator -> Checklist -> Tasks -> Submit a Process or Report
The name of the report is Run Employee Active Payroll Balance report for the US
