OSC for Outlook: Error downloading Outlook installer (Doc ID 2555541.1)

On : 11.13.19.01.0 version, Microsoft Outlook

Issue in integrating Microsoft Outlook with Oracle Sales Cloud

We have a requirement of integrating Microsoft Outlook with Oracle Sales Cloud.
But while downloading the installer, we are receiving error.

Checked the following:
1) User has ORA_ZBS_SALES_REPRESENTATIVE_JOB role
2) Under  Manage Outlook Client Deployment Packages , "Default Microsoft Outlook client deployment package for sales representative" picker has only Sales Representative role added.
3) "Import User and Role Application Security Data" is run

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate to Set Preferences>CRM for Microsoft Outlook Installer
2. Click Start Download
3. Error appears:
The message is ZOE-435017A deployment package is not available because access is restricted or the deployment package is not active.
The file was not downloaded or was not downloaded correctly.
The message is
Cause An active deployment package is not available for user SALESREP1. The user does not have privileges to access an active deployment package. Either a security privilege is missing or the package available to the user is not active.
Action Contact your application setup administrator to verify that the user is provided access to an active deployment package by configuring a privilege that references an active package.
