ODI Connection Error "ORA-12514, TNS:listener does not currently know of service requested in connect descriptor" (Doc ID 2555722.1)

Symptoms

When testing or connecting to a Oracle Database data server from Oracle Data Integrator (ODI) or Data Integration Cloud Service (DICS), the following message is seen:

java.sql.SQLException: Listener refused the connection with the following error:
ORA-12514, TNS:listener does not currently know of service requested in connect descriptor
