Project Import FDBI Rejecting Team Members When They Share Same Email (Doc ID 2555902.1)

Goal

On : 11.13.19.04.0 version, Find that Project Import FDBI is rejecting Team Members when they share same email but have unique team member #


ERROR
"A user or resource with this e-mail identifier already exists. Enter a unique e-mail identifier."

STEPS
Using ProjectImportTemplate FBDI to load projects.
Part of the project load is to add Project Team Members. Specifying the Project Name,
Team Member Number and Project Role only on the Project Team Members tab.

When loading, getting error "A user or resource with this e-mail identifier already exists. Enter a unique e-mail identifier.".
However, we have specified a unique value in the tab, and the instructions specify that when multiple values are supplied (i.e. team member number, name and email)
that the Team Member Number takes precedence. So why are we getting these errors?
