Purpose
When running APEX in on premise and OCI database installations, certain steps are used when troubleshooting APEX_WEB_SERVICE problems, such as testing using SQLPlus and UTL_HTTP. Due to the limitations associated with managed services, the standard troubleshooting steps are not available. This document discusses how to troubleshoot APEX_WEB_SERVICE problems for the PaaS managed database services.
