On : 11.13.19.01.0 version, .Manage Compensation

When attempting to add a new salary the transaction is showing in progress even if shoudl be self approved
the following error occurs on the back-en

ERROR
-----------------------
Error setting starting point implicitly. Starting Point not specified and Task Creator is same as UptoApprover: "user mail address" Set the starting point explicitly to some one below the Upto Approver.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manage salary-> Submit a new salary
2. On Approval Transaction Console the transaction is showing in progress
