Sending a Large Payload to ICS from CPQ Fails with Error Communicating to Partner Site (Doc ID 2556505.1)

Symptoms

When attempting to run an integration that sends a payload to ICS such as an upsert, the following error occurs:

Could not perform Action: Update CRM Opportunity
During commerce integration Process ID: XXXXXX, Name: XXXXXX
An Error occurred while communicating with the partner site

When the integration payload is manually sent to ICS, the following error is returned:

An error occurred while communicating with the partner site
