Goal

On : 11.13.19.01.0 version, Manage Payments-Prepare and Record Payments

Inactive sites display in Create Payment

Payables users cannot distinguish which sites to use when creating a payment.
Inactive sites display in the LOV in "Create Payment" screen.

Deactivating the site assignment does not help.
We cannot delete the site assignment either.
We cannot remove the flag of "Pay Site"

How can we suppress inactive sites from disaplaying in the Payment area?
