Symptoms
Users can login to Oracle Cloud Services first and then open the OTM URL:
https://myservices.<data center>.oraclecloud.com
However, they are unable to log in directly using the OTM TEST or PROD URL.
https://<identity domain>.otm.<data center>.oraclecloud.com
You have multiple services in your identity domain (erp, hcm, otm) as well as Federated SSO is enabled.
