HR Help Desk -The New 19A Feature - Category LOV Autocomplete Is Not Working In Hebrew (Doc ID 2557600.1)

Symptoms

After 19A version update the Category LOV was changed to search and display values that start with the letters that are being introduced. This feature is working correctly with english values but not with hebrew values

The issue can be reproduced at will with the following steps:
1. Navigator > Service Requests > select a Service Request from the list > Go to Summary subtab > attempt to change the Category LOV field value by searching
