Putaway Calc. Rule doesn't consider Preferred Item Facility Code

1. Create Item #123

2. in ABC Facility, assign Item#123 with Item Pref. Area = AR1, then slot it to one of the bin in AR1 area
in DEF Facility, assign Item# 123 with Item Pref. Area = DR1, then slot it to one of the bin in DR1 area

3. Create putaway type and calc. rule to check the item facility pref. area. Same setup applied to both facilities.
  AR1_ACTIVE for AR1 Pref. area
  DR1_ACTIVE for DR1 Pref. area

4. in ABC create IB Shipment and IBLPN for item# 123
  Receive the IBLPN.
Cloud WMS assign correct putaway type in ABC (AR1_ACTIVE)

5. in DEF create IB Shipment and IBLPN for item#123
  Receive the IBLPN.
Cloud WMS assigns incorrect putaway type in DEF (AR1_ACTIVE). It should be DR1_ACTIVE

The same issue happens as well in other transactions like RF Inbound Sorting and RF Putaway. It seems that it uses the same function to call the putaway rule.

Expect that the Putaway for Facility DEF would assign DR1_Active
