EIT Tax Code mapping

Chalfont employees were set up with PSD code of either 90506 or 461101.
The address for this location is mapping to is tax code PA0176066CITY for both codes.
This tax code is mapped to 7013 (EIT) and 2577 (LST)

Both of these tax codes are paid to Keystone. Which is incorrect per the PA Municipal Statistics
site, the PSD code for this location should be 461101, and payments should go to Berkheimer (EIT) and Keystone (LST).
The tax codes should be 3044 (LST) and 5611 (EIT)
How do we change the EIT tax code mapping for this location?
Shouldn’t the tax codes be PA461101CITY and PA461101HT?

This was set-up for us when we went live, and are now running into problems with mapping and reporting to the correct municipality. I don't know where this table resides, or how to update/edit. Please advise.

Also,
Note 2009165.1 says " In order for the client to research this information, access to the Vertex Geocoder Master List is required. "
Note 2066037.1 says " MasterTax has done the mapping and it is available for all clients. Navigation: Tax Code Mapping screen>Load Vendor Tax Codes>Oracle Fusion. All clients have access to this. "

Is this something within Fusion, or do I need an account with Vertex or ADP.
Please advise complete URL and navigation guidelines to access the Vertex Geocoder Master List.
