FA: SCM: Pricing: Sales Order Header Level Discounts Are Not Working (Doc ID 2557854.1)

Symptoms

Set up sales order header level discount as described in the whitepaper titled "Apply Percent Discount on Order Header".
But discounts are not getting applied due to the following error while creating order:

Caused by: oracle.apps.scm.pricing.priceExecution.algorithms.publicEngine.exception.EngineException: Required input variable [PriceRequest] cannot be null.
