Create Late Charges Batch process succeeded but no late charge batch was generated.

EXPECTED BEHAVIOR
-----------------------
Late charges batch should be generated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Complete Late Charges Setup (Refer FAQ on Oracle Fusion Receivables Late Charge Functionality Also Known as Interest Invoicing (Doc ID 1624009.1)).

2. Enter and Complete a transaction that uses setups completed in Step1.

3. Ensure that transaction due date is in past.

4. Submit process "Create Late Charges Batch" with relevant input parameters.

5. Process Succeeded along with all sub processes.

6. Generate Late Charges Report output shows message as 'No data found'

BUSINESS IMPACT

Late Charges transactions can not be created.
