Item quantities are getting doubled for parts within a phantom assembly.
For a particular phantom, component quantities seem to be doubled when compared
to the original work definition. This was observed in production environment.
The issue is not reproducible in other environment.

EXPECTED BEHAVIOR

Quantity per product should match quantity assigned to the operation in
work definition.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create work order for item containing phantoms.
2. Check Quantity per product against quantity assigned for operations.
3. Observe quantity per product is doubled for the work order.
