Error 'The user account with login <user_id> is locked' After Multiple Failed Login Attempts (Doc ID 2559173.1)

Symptoms

When attempting to access an Oracle Primavera Cloud environment, after the user clicked Forgot Password and answered the Challenge questions correctly, the following error occurs.

Error: IAM-3040017: The user account with login <user_id> is locked.

 

The issue can be reproduced at will using the following steps:

  1. Access a Cloud portal.
  2. Click Forgot password.
  3. Respond to Challenge questions.
  4. Attempt to change password.
  5. The reported error occurs.
