On : 11.13.19.01.0 version, Manage Benefits

When attempting to enter enrollment after backingout to unprocess and reprocess of a le due to creation of a new rate,
the following error occurs.

ERROR
-----------------------
The identifier 300000077714749 for the payroll relationship, employment terms, or assignment passed to the entry level ID parameter is invalid. (PAY-1635919) The employment level ID included with the entry for the Basic Life ER element must be a valid ID number for the employment level indicated. The employment level must also match the employment level at which entries can be created for this element. For example, you cannot use an assignment ID to create a terms level entry, and the assignment ID submitted must be valid.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employees are enrolled
2. Made enrollments
3. Admin realised that there was no basic life ER rate created
4. They created it
5. backed out the LE to unprocess
6. reprocessed le
7. When they try to make changes to the enrollments
