Symptoms

ACTUAL BEHAVIOR

Auditor cannot access Auditing page

EXPECTED BEHAVIOR

Auditor should be able to access Auditing page

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Expense in Pending Auditor Approval
2. User has Auditor roles
3. Auditor cannot access Auditing page

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot audit expense reports.
