Eencountered below error when create Absence Element

"JBO-27024: Failed to validate a row with key oracle.jbo.Key[300000650914716 4712-12-31 1951-01-01 300000650914716 US ] in VO300000000169707"

Steps:
1- Navigate to Manage Element
2- Click Create button
3- Populate request fields: LDG = USA Legislative Date Group, Primary Classification = Absences, Secondary Classification = Vacation, Category = Absence
4- Click Continue
5- Populate the following::
5.1- Name =TEST VACATION, Reporting Name = Vacation, Description = TEST VACATION, Effective Date = 01/01/1951
What calculation units are used for reporting? = Yes
Work Units Conversion Rule = Standard Rate Annualized
What type of absence information do you want transferred to payroll? = Accrual Balance and Absences
5.2 - Click Next
Does this plan enable balance payments when enrollment ends? = Yes
How do you want Payout Amount to be taxed? = Supplemental
Absence Payout Process Mode = Process and pay with other earnings
Does this plan enable partial payment of balance? = Yes
How do you want Cash out amount to be taxed? = Regular
How do you want to reduce earnings for employees not requiring a time card? = Reduce regular earnings by absence payment
How do you want Absence Payment to be taxed? = Regular
Does this plan enable entitlement payments after termination? = No
Should this element be included in the earnings calculation of the FLSA overtime base rate? = Yes
Should this element be included in the hours calculation of the FLSA overtime base rate? = Yes
5.3 - Click Next and Submit
6- Click OK.
