Unsuccessful Status During Import Accounts When Using Option Customer Data Management Duplicates to "Do not import duplicate records" (Doc ID 2559655.1)

Symptoms

While importing accounts, when user had set the Customer Data Management Duplicates to "Do not import duplicate records", or any other options among four, the status indicates "unsuccessful" after a couple of minutes of being importing the file, and user is getting the below error:
Error DQ faulted
Error from FoundationBulkImportProcessComposite - DQ Fault
