Need to restrict visibility of Compensation-related Actions/Reasons

We need to either make certain items within the Change Salary Actions / Action Reasons dropdowns visible only to certain roles, or we need to pull out those items from the dropdown menus into a custom HR Only dropdown. Certain items need to be used by HR because they impact workflow, but would cause huge issues if selected by standard non-HR employee roles.

In Change Salary flow, the action names include several that need to be controlled by role

We cannot just hide the Action field because the Reasons for the Salary Change action have
the same issue where we need to restrict visibility.

 Certain items need to be used by HR because they impact workflow, but would cause huge issues if selected by standard non-HR employee roles.
