PO Receipt Routing is Inspection Required but Inspection Skipped

Symptoms
The Purchase Order (PO) shows routed for inspection but when it is being received it skips the
inspection step and is being routed to the inventory directly.
Users expect the receiving line should be inspected as routing option.
Due to this issue, users did not inspect the line.
Steps To Reproduce
1. Navigate Receive Expected Shipment.
2. Receive item.
3. Observe it is routed to the inventory directly.
