Hidden Tabs and Attributes Are Visible During Page Load For JET UI (Doc ID 2560649.1)

Symptoms

When logged in as a user where tabs and/or attributes would be hidden for that user, the user is able to see hidden tabs and/or attributes during page load. 
As the page completes loading the tabs and/or attributes that should be hidden are hidden correctly.
