Recommendation Rule Does Not Set Value of Attribute with Auto Lock Disabled

Symptoms
In Configuration, a Recommendation rule does not set the value of an attribute, even though the rule fires and is shown in the Pipeline Viewer. The attribute's set type is Set and Auto Lock is unchecked, but the attribute still locks in certain situations, which prevents the rule from setting its value. The attribute is the action attribute for this Recommendation rule and a condition attribute for an AJAX-enabled rule.
To confirm the attribute is locking, the lock icon can be enabled on the attribute. This can be done by opening the Configuration Flow editor and selecting the gear icon next to the affected attribute, then deselecting "Hide Lock".
