When attempting to run 1099 Payments Report, the following error occurs.

ERROR

The report is not displaying any data


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an Invoice
2. Account and Pay the invoice
3. Run 1099 Payments Report

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see the payments in the report.
