Service Is Not Showing In Drop Down Under 'Add Service' Tab For Subscription Purchase (Doc ID 2562067.1)

Scenario:

Created account and service using SOAP
API is giving successful output payload with service creation.
However, after logging in to OMC and trying to purchase a subscription on the service created against the account, there is no option available under the add service tab.

What is the reason for this behavior?

Note: If the service is created by purchasing Package having Chargeoffer, then user is able to see the service in drop down.
