Unable to Transmit E2B Reports

Symptoms
A Cloud customer was unable to transmit E2B reports and getting the following error message in the ESM Transmission logs -

Error processing resource XXXXXXXXXXXXXXXXXXXXXXXX (this is the URL configured for DTD element in Reporting destination)
