Permissions And Roles Not Working Correctly (Doc ID 2562338.1)

While conducting tests in the TEST environment several issues involving permissions and roles were noticed. It the Production Instance and TEST1 instance some functions were not working, but the same functions were working in TEST2.  All three environments have the same exact users created with the same roles. They all belong to the same group and there are NO permissions checked for the group. So the only limiting factor would be the role the user is assigned to. There are users/roles created for admin, management, supervisor and employee. When logged in as the employee role it is possible to perform all sorts of functions the role should not be able to do.  In the other environments (test 1/prod) the role cannot do these functions. It seems to be for most permissions there are check boxes, the system acts as if they are checked even if they are not checked. One of the main functions I am calling out is the "can edit inventory" where the user can modify qty on the IB Shipments screen, IBLPNs screen and Active Inventory screen. Test 1 and Test 2 are on Patch Bundle 18C 6b and prod is on 18C 5b.
