On : version, Create Requisition

When attempting to activate the TAD, the following error occurs.

XLA-870946 The activation of the transaction account definition has failed. you can view the details of the activation errors.

> But no activation errors.

The issue can be reproduced at will with the following steps:
1. Navigate to setup > Procurement > Procurement Transaction Account Rules
2. Navigate to Manage Transaction Account Definitions
3. Open the TAD and Activate the TAD
4. Getting the above message. TAD is not activated.
