Why the enterable calculation value for Benefits and Pensions Card are not end dating, HSDL is splitting the record as per the end date provided?

Please see below example.
If Overriding Employee Deduction Amount is 100 from 1-Jan-2019 to open end dated and we want to end date it on 31-Jan-2019, we try to load through HSDL template attached. The outcome of this is the 1-Jan-2019 record is end dated on 31-Jan-2019, but there is a new record being created from 1-Feb-2019 till open end dated with 100 as the value.
