Unable to Select View All checkbox in Create Person Security Profile

We need to create a person security profile with unrestricted person record access. The option to enable 'View All' (boolean checkbox) is disabled, no matter how many combinations of other items are marked yes/no. No other limitations or methods to secure records from the sections on the page are selected, but the checkbox remains inaccessible. To recreate this issue, a user with appropriate security access need only navigate to Workforce Structures --> Tasks --> Manage Person Security Profiles, and clicking 'Create.' The ability to use all combinations of securing person records is available, but this checkbox is disabled.
