Quotes And Orders Icon - 'Sales Restricted User' Role Visibility

With a User that has the "Sales Restricted User" role, it does not show the icon of Quotes & Orders in the Springboard or in the Browser. (With the rest of the roles it looks perfectly). I need these users to see the Q&O icon on the Springboard and the Navigator.
We have the integration made between OEC and CPQ.
1. The problem is that the user with the Sales Restricted User role can not access 'Quotes and Orders' because he does not see the icon in either the Springboard or the Navigator. I have tested this user as Owner in Opportunity that has Quotes associated but still does not see the icon to access. This is the original problem.
2. Sales Representative and Sales Manager roles can view the Quotes and Orders icon in Springboard and Navigator but not the user with Sales Restricted User role.
