ACTUAL BEHAVIOR

Withholding Tax not being calculated at Payment time for a specific BU
This issue is encountered when the withholding tax for a Supplier Invoice is not being calculated for a particular business unit.
The tax calculation is set at payment time, however when creating the payment no withheld amount is calculated.
EXPECTED BEHAVIOR
-----------------------
WHT should be calculated at payment time.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create and complete Invoice
2. Pay the invoice
3. Withholding tax is NOT calculated at Payment time.
