currencyRates REST API is not returning any value (Doc ID 2564003.1)

Symptoms

 REST APIS FOR CURRENCY RATES is not working as expected.

As part of 19b new feature REST APIS FOR CURRENCY RATES is enabled.
when tried to get the Daily rate details which are active in fusion application, those details are not coming in the response when tried to get all the daily rates through REST webservice.
Getting blank output in SOAP UI Response.
