Symptoms

Oracle Cloud Infrastructure (OCI) Linux compute instance can appear inaccessible by SSH when oracle-cloud-agent inundates logs with "Too many open files" (ERRNO 24).

The Linux compute instance can appear unresponsive to any other requests as well.

When this problem is present, /var/log/messages* can be inundated with messages of repeated patterns:
