IDCS Error "Method Not Allowed" when Updating any User (Doc ID 2564218.1)

Identity Cloud Service (IDCS) - Version N/A and later

When attempting to update a user, the following error is shown in the UI:

Method Not Allowed


1. Login to IDCS Admin Console as as Identity Domain Administrator
2. Click on Users
3. Search and Find a User - Open
4. Update an attribute (ex, email) - Click "Update User" - and the error occurs.

The same use case works outside the network.
