OCC Admin Design Studio Does not Show any Layouts (Doc ID 2564243.1)

Unable to retrieve layouts on the OCC admin, it is giving 500 error.

The issue can be reproduced at will with the following steps:
1 - GO to admin panel
2 - Log in
3 - Click in Design tab
