Not Able To Create Condition For OTBI or use a condition for agent (Doc ID 2564796.1)

Some users are not able to create conditions (i.e. do not have the option of "Condition" under the "New" drop down menu)  or the "Create..." button is disabled for "Use a condition" option under the "Condition" tab when configuring an OBIEE agent.
