Getting The Error Negative Inventory Balances While Performing Inter Organization Transfer (Doc ID 2565231.1)

System was showing the error while doing Direct organization Transfer item#43538-07 from Org CAN to BIVTH eventhough sufficient onhand was available in the source inventory organization. There were no pending transactions against item#43538-07.

Checked Item#43538-07 in Sub inv CAN1 and Locator FINGOODS in INV_ONHAND_QUANTITIES_DETAIL table.There were three lot numbers#1424118,1423834,1424119 against item#43538-07 in CAN1 sub inventory where one of the lot#1424119 wasn't having have locator. 

Checked on Review completed transactions where Direct Organization Transfer transaction happened for the same item from BIVTH to CAN for lot number# 1424118, 1423834. Able to do misc issue against lot# 1424119 out of three lot numbers#1424118,1423834,1424119 which exits in CAN1 sub inv

Replicated the issue in test instance. Item# 43538-07 was locator control in BIVTH org whereas non locator control at CAN org. Performed Direct Organization Transfer in BIVTH org from BIVTH org/BIV-FG sub inv to CAN org/CAN1 sub inv.

Observed that locator was mandatory for CAN1 sub inv to enter quantity. Until unless enter locator for CAN1 sub inv, system didn't shown quantity field on Interorganization transfer UI. FINGOODS was populated in the LOV of CAN1 sub inv eventhough the item# 43538-07 was non located controlled in CAN Org. Selected FINGOODS and completed the transaction in BIVTH org

Checked the onhand in CAN1 sub inv after submitted direct org transfer where it was populated with locator ‘FINGOODS’ though item# 43538-07 was non locator control in CAN org.
When tried to perform Direct Org transfer in CAN org from CAN to BIVTH, locator wasn’t populated for BIVTH org/BIV-FG sub inv. When click save option the UI of Interorg transfer, system was showing error message ‘Negative Inventory Balances are not allowed in this Organization’

The issue can be reproduced at will with the following steps:
1.Make ensure enough onhand exists for item 43538-07
Inventory Management->Create Inter-organization Transfer
2.Add the item and subinventory.
3. When submitting ,Getting error message

Due to this issue, unable to perform Inter-organization Transfer against item 43538-07 from sub inventory CAN to BIVTH
