Manage Inventory Transactions not triggering Create Inventory Transactions child request.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Prepare Inventory Transactions FBDI template.
2. Loaded data into interface table by running "Load interface file for Import"
3. Run Manage Inventory Transactions->Child Request(Create Inventory Transactions is not getting triggered.)

The issue has the following business impact:

Due to this issue, users not able to create Inventory Transactions via FBDI load.
