Location Based Access Constrol (LBAC) Not Working As Expected

After Location Based Access Control (LBAC) is enabled, the user can not access the fusion application through web service call, even the access from the white listed IP and the user has the public role
Steps to reproduce:
1. Enable LBAC
2. Invoke fusion web service /hcmService/FlowActionsService
3. Customer will get 500 error, sometime get 401 error or access denied
