SSH Connection Drops due to Network Resets (Doc ID 2566376.1)

SSH connections to Linux Instances in Oracle Cloud Infrastructure are experiencing packet drops.

Running a tcpdump show the following information:

10:34:05.112581 IP <CLIENT_IP>.59669 ><SERVER_IP>.22: Flags [P.], seq 2737:2785, ack 144, win 253, length 48
10:34:05.112605 IP<SERVER_IP>.22 > <CLIENT_IP>.59669: Flags [.], ack 2785, win 297, length 0 
10:34:09.268375 IP <CLIENT_IP>.59669 ><SERVER_IP>.22: Flags [R.], seq 2785, ack 144, win 0, length 0 

The last line show the reason for the connection drop. The "[R.]" show that the connection was reset.
